BOGUCHANSKOYE ENERGY AND METALS COMPLEX
In May 2006, RUSAL and HydroOGK signed a cooperation agreement to jointly build
the Boguchanskoye Energy and Metals Complex (BEMO).
With a budget of USD 3.6 billion, the project will see the complete
construction of the 3,000MW Boguchanskaya Hydropower Plant on the Angara River
and the building of a greenfield 600,000 tonnes-per-annum aluminium smelter.
Stage 1 of the hydropower plant and the smelter will be commissioned in 2010.
The project budget does not include the costs of the necessary infrastructure
and the inundation zone arrangements. The project is co-financed by UC RUSAL
and HydroOGK with their own and borrowed funds. In 2007, investors allocated
RUR 11.35 billion to the BEMO project.
Construction activities on the Boguchanskaya Hydropower Plant in 2007 included:

using 190,000 m3 of cast concrete;
-
3,275 tonnes of metal structures and hydro-mechanical equipment were assembled,
which exceeded the plan;

6 water ducts were connected and the assembly of gates at water outlet 1 began;
-
assembly of the hydropower equipment began in Q2 in three unit sections. 1,076
tonnes of hydropower equipment were assembled;
-
driving and concrete lining was completed for the first stage of the
infiltration tunnel;
-
rock and ground works with a volume of 3,647,000 m3 were completed;
-
16,330 m3 of asphalt was laid;
-
a 50,000-metre deep-earth cementation plan was completed;
-
construction of the first stage of the residence camp was completed. 10 hostels
for 102 people, a 100-people canteen, a laundry and sauna complex, a
communications centre, a medical station, a sports centre, a cinema and a shop
were commissioned as part of this camp.
In July 2007, public hearings on the Social and Environmental Impact Assessment
of the Boguchanskaya Hydropower Plant construction project, which was conducted
in line with international banking requirements, were held in the Krasnoyarsk
and Irkutsk region. In December 2007, a public hearing relating to the
construction of the Boguchansky Aluminium Smelter took place in the Boguchansky
district. An Environmental Impact Assessment (EIA) for the Boguchany Hydropower
Plant is being prepared. Public hearings on the EIA are planned to take place
in the summer of 2008.
 In
2008, the BEMO project investors will increase financing up to RUR 22.54
billion. Plans for 2008 include an increase in the level of construction
activities at the hydropower plant project by 50 to 100 percent.
In 2008, vertical planning, ground excavation, preparation of the foundations
for the smelter's potrooms, a casthouse and an anode plant will be completed at
the smelter construction site. The concrete plant is in the pre-commissioning
stage. Erection of the shells of the new buildings and structures will begin so
that the assembly of equipment can commence in 2009. Construction of a
residential township, initial construction work in potrooms, assembly and
start-up of the concrete plant and the crushing and sorting area, as well as
development and implementation of the personnel training programme are planned.
The smelter will be equipped with RA-300 cells, a leading development of UC
RUSAL's Engineering and Technology Centre. This aluminium production technology
excludes any hazardous emissions from the plant. The project's feasibility
study was developed by the Russian National Aluminium-Magnesium Institute in
St. Petersburg together with Bechtel, an international engineering company.
The project is a good example of cooperation and partnership between the
Government and the private sector. Its implementation will be a key element of
the complex development programme for the Lower Angara territories, which also
includes plans to build a pulp and paper mill, gas condensate and iron ore
processing plants, and a rail and road network.
