BOKSITOGORSK ALUMINA REFINERY


Commissioned in 1938, the Boksitogorsk Alumina Refinery is located in Boksitogorsk, the Leningrad region, 240 kilometres from Saint Petersburg. During the Second World War the machines and equipment in the smelter were dismantled and moved to the Urals region. The first products after the war were produced in 1953 after the smelter had been restored and reconstructed.

Boksitogorsk is a town in the Leningrad region of the Russian Federation. It has a railway station and a population of 19,500 people. An alumina refinery and a biochemical plant are located in the town to mine bauxites. The Leningrad region occupies an area of 85,900 square kilometres and has a population of 1,673,700 people (excluding those who live in St. Petersburg).

In 2007, the refinery’s output was 164,700 tonnes of alumina and 66,500 tonnes of corundum products. 60% of its electricity demand is satisfied with power supplied by ÎÀÎ Lenenergo, while the remaining 40% of electricity and 100% of heat comes from the refinery’s own heat and power plant. The refinery employs approximately 2,000 people and became part of UC RUSAL in January 2005.

Technology

Cutting-edge technologies used by the refinery provide for the production of aluminium hydroxide, both smelter grade and special alumina, as well as abrasive and refractory materials made of white fused alumina of various grain sizes.

The refinery operates a technology involving sintering of low-quality bauxite. With such technology the refinery can process high-silica bauxite from different deposits, which Bayer refineries are not capable of processing. Specialists in the refinery continuously work to enhance the applied technology.

Development

The investment policy operated by the refinery in 2007 was aimed at stabilising the alumina and corundum production processes, along with improving health, safety, and environment impacts. Capital investment in the modernization programme along with process improvements and research and development exceeded RUR 50 million.

The following projects were carried out during the investment programme:

  • a three-year project to reconstruct the mud disposal was completed, adding another 10 years to the mud disposal service life;
  • an investment programme project was completed, involving modernisation of the IT systems at the refinery, aimed at developing and enhancing its computer systems and equipment.
  • Stage 2 of the vertical vessels project was begun and is now close to completion. In the course of the project equipment and power systems were restored, design documents were obtained, a modern process control system was implemented and installation of new management systems is underway. The project is set to be completed in 2008;
  • clamshell cranes were replaced with new ones in the hydrate and bauxite storage areas;
  • a shed was built in Area 2 of the Corundum Shop to provide appropriate end product storage conditions.

Environment

In 2008, the refinery continued preparing for health and safety certification to the international standard OHSAS 18001 and it is improving its environmental management system prior to its certification to the international standard ISO 14001.
